Second Arrest Made In Murder Of 3-Year-Old Girl In Belcamp: Sheriff

A second family member has been arrested for her role in the death of a 3-year-old girl who was beaten to death, authorities announced.

Belcamp resident Barbara Ann Mumpower, 41, the aunt and guardian of 3-year-old Maria Louellen Barlow, has been charged with murder for her role in the child’s murder, who was beaten to death by her partner, Essex resident Randolph James Mack, 43.

On Friday, June 3, deputies from the Harford County Sheriff's Office responded to the 1200 block of Ashmead Square in Belcamp, where there was a report of a toddler in cardiac arrest.

Deputies found Barlow inside the living room of the home, where paramedics were already at the scene attempting to make life-saving efforts for the girl, according to the sheriff's office. The 3-year-old was transported to Upper Chesapeake Medical Center, where she was pronounced dead shortly before noon on June 3.

The initial investigation led to the arrest of Mack, who was charged with multiple counts of murder, assault, and child abuse.

Officials said that further investigation revealed “a pattern of abuse conducted by both Mack and Maria’s aunt (Mumpower) dating back to at least Jan. 4, 2022.

At the time of Barlow’s death, she was in the physical custody of both Mumpower and Mack, who were in a relationship at the time of the alleged abuse and murder.

Mumpower was arrested on Wednesday, June 8, the day that would have been Barlow’s fourth birthday.

The sheriff's office announced on Thursday, June 9 that Mumpower was apprehended and charged with:

  • Murder;
  • Child abuse;
  • Neglect of a minor;
  • Accessory after the fact.

She was transported to the Harford County Detention Center where she is being held without bail.
